A US Citizen’s Introduction to Palestinian “Pay-For-Slay” Terrorist Incitement & Subsidy Program

Special Report: Palestinian terrorist's letter to family reveals the Islamic ideology and incentives that fuel Palestinian terrorism

Introduction

How would you react if you discovered that, under force of law, money was extracted from your paychecks to give to a terrorist regime, which used it to incite, justify and financially reward those who violently attack and murder those of another faith, and indoctrinate their children to do the same?

Reasonable Americans would be outraged — and demand that it be stopped.

In reality, from 1994-2019 — for 25 straight years — American taxpayers’ money was forcefully transferred from their paychecks, to the coffers of the Palestinian Authority, and various Palestinian terrorist groups in the Gaza Strip, under the auspices of “humanitarian aid” — despite repeated, in-depth reports that the money was being used to incite, justify and reward terrorism against Jews, and the nation of Israel. And to teach families to believe the most sacred places in Heaven are reserved for those who perpetrate these acts, even children. Though it may be hard to imagine this to be true, numerous videos and investigative reports demonstrate its accuracy:

According to a briefer by Palestinian Media Watch, the nonprofit that monitors these payments, and how they are depicted — and concealed — in public presentations and government documents:

Since created in 1994, the PA has implemented a “Pay-for-Slay” policy according to which it pays millions of shekels/dollars/euro every year in monthly salaries to reward Palestinian terrorist prisoners and released prisoners and monthly allowances to reward wounded terrorists and the families of dead terrorists (so-called “Martyrs”).

The PA codified the policy in the Law of Prisoners and Released Prisoners in 2004. Since then, PA Chairman Mahmoud Abbas, has twice approved substantial hikes in the monthly salaries paid by the PA to the terrorists (2006, 2010).

According to sworn testimony given by a senior official on behalf of the PA, the PA payments to the wounded terrorists and families of dead terrorists are not codified in PA law, but rather only stipulated in undisclosed internal documents.

In 2019, thanks in large part to the pressure brought by Stuart Force, the grieving father of Taylor Force, an American Army officer who was murdered in Israel by a Palestinian terrorist, the Taylor Force Act (TFA) was approved by Congress.  The Act enabled the president to stop the transfer of U.S. taxpayer money to Palestinian “governments” until they can demonstrate they have stopped using it to incite, glorify and financially reward terrorism. Here is short video featuring Mr. Force, discussing Taylor, and the need to ensure the TFA remains in effect:

President Trump, who supported the TFA, used it to stop the funding of Palestinians until such a threshold is met. During his first week in office, President Biden reversed Trump’s action, and began once again providing US taxpayer funding of the Palestinian.

The purpose of this page is to provide an overview of the following for U.S. citizens:

  • The financial aspect of the Palestinian terrorist incitement & reward system
  • The murder of Taylor Force
  • The Taylor Force Act
  • Candidate Biden’s stated policy, if elected, regarding U.S. aid to the Palestinian terrorist machinery

TIMELINE


Despite controversy, Palestinians continue to defend prisoner payments; Spokesperson says PA leader Mahmoud Abbas is keeping up ‘the battle over the pensions of the prisoners and martyrs’, Times of Israel, February 7, 2022. Excerpt:

The Palestinian Authority has continued to defend its controversial policy of paying stipends for Palestinians imprisoned, wounded, or killed by Israel, including those convicted of terror attacks, despite international criticism.

“The president is continuing the battle over the pensions of the prisoners and martyrs. They will receive their daily bread,” PA presidential spokesperson Nabil Abu Rudeinah was quoted as saying by official PA television in late January.

Ramallah paid out around NIS 600 million ($187 million) in salaries for Palestinians imprisoned, jailed, or killed by Israel in 2020, according to a senior Palestine Liberation Organization official.

The practice of paying allowances to those convicted of carrying out terror attacks and to the families of those killed while carrying out attacks — often referred to by some Israeli officials as a pay-to-slay policy — has been pilloried by critics as incentivizing terror.

Palestinian Negotiator Saeb Erekat to Mentor Students at Harvard’s Kennedy School, by JNS (via the Algemeiner), September 4, 2020. Excerpt:

Palestine Liberation Organization Secretary-General Saeb Erekat will be mentoring students at Harvard.

The Future of Diplomacy Project at Harvard Kennedy School’s Belfer Center for Science and International Affairs announced last week that Erekat will serve as one of four Fisher Family Fellows for the 2020-21 academic year.

“We are proud to welcome these four respected global leaders to the Harvard Kennedy School for this academic year,” said faculty chair Nicholas Burns in a statement. “They will strengthen our capacity to learn the lessons of effective diplomacy and statecraft.”

In a 2014 interview with Al Jazeera, Erekat stated, “I will never recognize Israel as a Jewish state.”

Jewish and pro-Israel groups, such as CAMERA on Campus, immediately countered the Harvard announcement.

“Perfect timing just as UAE/Israel make peace @Harvard imports key Palestinian diplomat who always blamed #Israel, as Oslo peace partner Arafat then Abu Mazen unleashed hate and terrorism,” tweeted the Simon Wiesenthal Center.


Ayaan Hirsi Ali calls out Biden for quoting Muhammad pronouncing Sharia law in remarks to Muslim voters; ‘Joe Biden should come out and apologize profusely to the American people,’ Ali tells Tucker Carlson, by Angelica Stabile, Fox News, August 11, 2020. Excerpt:

According to Ali, elsewhere in his speech, Biden said, “‘If you see something wrong’ — and he quotes the Prophet Muhammad — ‘use your hand. If you can’t use your hand, use your tongue and if you can’t use your tongue, use your heart.'” What he’s basically doing from that point onwards is enforcing Sharia law and it is vigilantism on steroids.

“If you’re a Muslim, [if] you grew up within Islam trying to reform it, or [are] just a good American Muslim, you’re being confronted with … a candidate for a major political party who’s basically saying ‘Let’s enforce Sharia law,” Ali went on. “I’m with him on ‘Let’s fight [anti-Muslim] discrimination, we should not be bullying Muslim children’ … but I don’t know who puts these words in his mouth and I’m alarmed.”

The Somali-born Ali, who has left the Muslim faith and is now an atheist, explained that Sharia law is based on the concept of “commanding right and forbidding wrong,” which she told Carlson she “cannot believe” Biden is promoting in the year 2020.

“I understand Joe Biden doesn’t know what he’s doing and I think most Americans don’t,” she said. “But he does have a campaign team… Joe Biden should come out and apologize profusely to the American people, especially to those American Muslims who have adopted and embraced the foundational principles of America.”

Biden vows to end Trump travel ban, ‘Islamicphobia’ in call with Linda Sarsour, by Ebony Bowden, NY Post, July 20, 2020. Excerpt:

Joe Biden railed against what he called “Islamicphobia” and vowed to end the Trump administration’s travel ban on his first day in office during a call Monday with the nation’s largest Muslim-American PAC — including anti-Israel activist Linda Sarsour.

“If I have the honor of being president, I will end the Muslim ban on day one, day one,” Biden said during the “Million Muslim Votes Summit” call hosted by Emgage Action which endorsed his White House bid in April.

The travel ban signed by President Trump in January 2017 blocks most immigrants and travelers from Iran, Libya, Somalia, North Korea, Syria, Venezuela and Yemen.

But Biden didn’t stop there, also lamenting that US schools don’t teach more about Islam.

[Reality Check: There is not now, nor has there ever been a “Muslim ban” in America — as Biden knows, or should know. There are 56 Muslim-majority nations in the world. The travel pause that President Trump enacted via an executive order is direct at five of those nations, notorious terrorist hotbeds, which have no honest or reliable criminal or terrorist databases. He said the pause will remain in effect until such databases are available to American authorities, to conduct background checks of immigration, tourist and asylum seekers. PA PM Says Paying Salaries to Terrorists Is ‘Sacred’, by Elder of Ziyon, The Algemeiner, May 13, 2020. Excerpt:

Earlier this month, under Israeli pressure, some Arab banks doing business in the territories stopped paying stipends and salaries to former Palestinian prisoners and families of current prisoners.

A few days ago, the Palestinian prime minister responded to the news in his speech at the opening of his weekly cabinet meeting, saying:

“The occupation is launching a campaign of terror about the payments to the prisoners using a legal attack against banks. The payments to the prisoners is sacred to us and we will not accept Israel’s actions. … We are looking for solutions that protect the payments to prisoners on the one hand and protect banks from the threat of occupation on the other.” [emphasis added]

Interestingly, a poll done earlier this year showed that Palestinians are not nearly as supportive of paying prisoners and their families as they had been in the past. A February survey by the Washington Institute showed that 68% of Palestinians in the West Bank agree (or somewhat agree) that prisoners do not deserve extra payments from the government, a huge increase from the 43% who held that opinion last year.

Joe Biden vows to restore US aid to Palestinians as president, by Yaron Steinbuch, NY Post, May 7, 2020. Excerpt:

Joe Biden said that if elected president, he would resume US aid to the Palestinians, which was revoked by the Trump administration in part because it was being used to support terrorism. Biden would also seek to reopen the Palestine Liberation Organization mission in Washington, DC, according to a report.

“A priority now for the cause of Israeli-Palestinian peace should be resuming our dialogue with the Palestinians and pressing Israel not to take actions that make a two-state solution impossible,” the presumptive Democratic nominee told the Jewish Telegraphic Agency in a statement.

“I will reopen the US consulate in East Jerusalem, find a way to reopen the PLO’s diplomatic mission in Washington, and resume the decades-long economic and security assistance efforts to the Palestinians that the Trump Administration stopped,” the former vice president added.


Jihadi textbooks in schools funded by £100 million of OUR cash as foreign aid goes on science material that teaches physics in Palestine by showing a slingshot being fired at ‘Zionists’, by Tom Kelly, The Daily Mail, February 21, 2020. Excerpt:

Ministers pledged urgent action last night after it emerged that British foreign aid cash is funding schools where textbooks on martyrdom and radical Islamism are used.

The Daily Mail has discovered that tens of millions of pounds of UK foreign aid is helping fund schools in Gaza and the West Bank that use such material in lessons.

The money goes via a UN agency that some other nations have chosen to stop financing because of concerns.

The textbooks include a reading exercise for six-year-olds with the words ‘martyr’ and ‘attack’, plus poems for eight-year-olds which include phrases such as ‘sacrifice my blood’ to ‘eliminate the usurper from my country’ and ‘annihilate the remnants of the foreigners’.


PMW exclusive: PA gave 517.4 million shekels to terrorists as salaries in 2019, by Maurice Hirsch, Adv., Palestinian Media Watch, January 30, 2020. Excerpt:

  • As US President Trump demanded “halting the financial compensation to terrorists” PA documents just publicized show the PA admits to paying 517.4 million shekels in salaries to terrorists in 2019, a rise of 15 million shekels compared to 2018.
  • Israeli government stipulated that the PA spent 150 million shekels on the payments to wounded terrorists and the families of dead terrorist “Martyrs” in 2018
  • PMW has calculated that this figure has grown by at least 1.6 million shekels, in 2019
  • Accordingly, in 2020, the Israeli Government must deduct no less than 669 million shekels from the taxes Israel collects and transfer to the PA

According to recently published Palestinian Authority financial reports, Palestinian Media Watch can expose that the PA has admitted to spending no less than 517.4 million shekels ($149.7 million/€136 million) paying salaries to terrorist prisoners and released prisoners in 2019. 

The PA expenditure on allowances to wounded terrorists and the families of dead terrorists was at least 151.6 million shekels in 2019. Accordingly, the total minimum PA expenditure in 2019 on its payments to terrorists and families of dead terrorists – its Pay-for-Slay policy- was 669 million shekels ($193.6 million/€175.8 million).

In accordance with the Israeli law, Defense Minister Naftali Bennet should present the National Security Cabinet with a report showing that the PA expenditure on its Pay-for-Slay policy was no less than 669 million shekels.

Israeli law demands that this figure be deducted from the monthly tax transfers Israel makes to the PA.

Every day when Palestinian girls enter their high school in Bethlehem the Palestinian Authority reminds them that the suicide bomber who was their age, 17-year-old Ayyat Al-Akhras who murdered 2 and wounded 28, is their role model.

At the entrance to this PA school is a sign in memory of the “Martyrs” of the PA terror campaign (the second Intifada, 2000-2005) in which more than 1,100 Israelis were murdered, many in suicide bombings. The memorial, which was established in cooperation between the Education Directorate under the PA Ministry of Education and Fatah’s Shabiba Youth Movement, specifically names suicide bomber and Fatah member Ayyat Al-Akhras who blew herself up near a Jerusalem supermarket on March 29, 2002:


Abbas promises to continue paying families of terrorists (“martyrs”), receives applause at U.N. General Assembly, by Elior Levy, YNet, September 26, 2019. Excerpt:

Palestinian President Mahmoud Abbas said Thursday in his speech at the U.N. General Assembly that despite Israel’s demands, the Palestinian Authority will continue to pay salaries to terrorists. “Even if I had only one penny, I would’ve given it to the families of the martyrs, prisoners and heroes,” said Abbas and received a round of applause from the crowd.


PA doubles pay-for-slay salary to murderer of 3 Israeli teenagers; A prisoner’s monthly salary increases with prison time served, by Maayan Jaffe-Hoffman, Jerusalem Post, July 11, 2019. Excerpt:

The Palestinian Authority today doubled the monthly payment being made to the terrorist mastermind behind the 2014 kidnapping and murder of Gilad Shaar, Eyal Yifrach and Naftali Frenkel, according to Palestinian Media Watch.Beginning today, five years after the July 11, 2014 arrest of Husam Al-Qawasmi, he will begin receiving NIS 4,000 instead of NIS 2,000 a month, according to the PA’s standard pay scale. A prisoner’s monthly salary increases with prison time served.

“Having dealt personally with the prosecution of Al-Qawasmi, and having seen the evil that he represents, it is unfathomable to me that the PA pays this murderer anything,” said Maurice Hirsch, head of legal strategies at PMW. “The PA pays millions of shekels to terrorists every day. For the PA it doesn’t matter whether you belong to Hamas, Palestinian Islamic Jihad or Fatah; whether you murdered children, women or the elderly. What is important is that you were involved in terrorism against Israel and Israelis.”

The PA has long had a “Pay-for-Slay” policy, by which it pays monthly salaries to terrorist prisoners and the families of terrorists who were killed in the act or upon arrest. In February, Israel implemented the “Pay-for-Slay” Law that instructs the state to deduct and freeze the amount of money the PA pays in salaries to imprisoned terrorists and families of “martyrs” from the tax money it collects for the authority. The law was passed last July and was approved for implementation by Israel’s security cabinet this year. In 2019, the cabinet is withholding approximately $138 million.

US special envoy to the Middle East Jason Greenblatt slammed the Palestinian Authority’s increase in funding to terrorists from 2018 to 2019, asking in a thread of tweets on Wednesday: “Why do donor countries tolerate this?”

“Again & again & again the PA ignores the countries that graciously donate assistance for the Palestinians by INCREASING its funding of its DESPICABLE ‘Pay to Slay’ program BY OVER 11% in the first months of 2019,” Greenblatt tweeted on Wednesday. “Why do the donor countries tolerate this?”

“Pay to slay” or “pay for slay” refers to the PA’s policy to offer monthly payments to terrorists and their families.

It was an unexpected sight: A photo of Leila Khaled, the world’s first female airline hijacker, cradling an AK 47, featured in an adulating tweet from a young Socialist leader in the United States celebrating the 49th anniversary of Khaled’s hijacking of TWA flight 840.

Was it possible that an ambitious American political organizer was lionizing a terrorist who blew up a (then-empty) American plane?

The leader in question, Olivia Katbi-Smith, is co-head of the Portland, Oregon, chapter of the Democratic Socialists of America — the reformatted, millennial version of a once distinguished group whose Socialist roots extend back to Eugene V. Debs, five-time presidential candidate and one of the founders of the Industrial Workers of the World (IWW).

Palestinians slam Congress’s passage of Taylor Force Act; The PA called the legislation “politically-motivated financial pressure, by Michael Wilner, Jerusalem Post, March 24, 2018. Excerpt:

WASHINGTON – The PLO excoriated Congress on Friday for passing the Taylor Force Act, a law that threatens to freeze State Department funds to the Palestinian Authority unless it ends its longstanding practice of compensating terrorists and the families of terrorists convicted in Israeli courts.

The PLO envoy to Washington, Husam Zomlot, dismissed the effort as politically motivated. The pressure “does not work, and severely damages the prospects for peace in the Middle East,” he said.

The Taylor Force Act, named after a US Army veteran murdered by a Palestinian in Jaffa in 2016, was signed into law on Friday by President Donald Trump, as part of an omnibus spending package passed by Congress the previous day.

The bill, Zomlot said, “punishes” the PA, “which is the only agency committed to peace and nonviolence, and undermines the American-Palestinian bilateral relationship and decades of US investments in the two-state solution.

“The Taylor Force Act represents the most recent effort in this 30-year-old trend of legislations that deliberately targets the Palestinian people,” Zomlot continued, accusing the US Congress of “flagrant bias.”


Trump signs into law bill slashing PA funds over terrorist stipends; Included in massive $1.3 trillion spending package, Taylor Force Act clears final hurdle as White House prepares to unveil Mideast peace plan to an already unhappy PA, by Eric Cortellessa, Times of Israel, March 23, 2018. US President Donald Trump signed into law on Friday legislation that cuts some aid to the Palestinians until they end stipends to terrorists and the families of slain attackers, as he approved a massive $1.3 trillion omnibus spending bill.

The Taylor Force Act, which was named after a former US army officer who was stabbed to death by a Palestinian terrorist while visiting Tel Aviv, was included in the legislative package.

The law will halt US funding to the Palestinian Authority until Ramallah stops issuing such payments. But it includes three exceptions, allowing for US funding to Palestinian water and childhood vaccination programs, as well as to East Jerusalem hospitals. […]

Senator Bob Corker, one of the bill’s main sponsors, has said the Palestinian Authority has created monetary incentives for acts of terrorism by paying monthly stipends of as much as $3,500 to Palestinians who commit acts of violence and to their families.

The amount of the payment depends on the length of the jail sentence they receive for the crime, he said.

“Taylor was very outgoing. No dislikes, no agendas. Enjoyed playing the guitar, an Eagle Scout… he was basically an all-American kid. “He would have made a great contribution to the betterment of so many people,” said the grieving father, trying his best to hold back the sadness in his voice. “And that is the greatest tragedy of all.” […]

In March 2016, a Palestinian terrorist went on a stabbing rampage in Tel Aviv, killing Taylor and wounding 10 others. This act of barbarism spurred the creation of the Taylor Force Act, which would stop American economic aid to the Palestinian Authority until the PA ceases paying stipends to terrorists and their families. Because Taylor was killed by a Palestinian terrorist, the PA pays the murderer’s relatives a monthly pension equal to several times the average monthly Palestinian wage. […]

“I am in favor of anything to stop bloodshed,” said Stuart. “I feel that rewarding people for terrorism is totally out of the realm of decency. Taylor would have been proud of the effort to pass this act and know we were behind it. That is what keeps us going.”

Couple find mission in son’s tragic death Graham bill honors Taylor Force, a veteran slain by Palestinian terrorist, by Emma Dumain, The Post and Courier (SC), September 27, 2016. Excerpt:

In 2010, Stuart and Robbi Force retired — as many do — to Kiawah Island, looking for a change of scenery and a chance to do something new in their “golden years” now that their two children, a son and daughter, were all grown up.

Six years later, they found a calling in the aftermath of unfathomable tragedy: The death of their 28-year-old son, Taylor, at the hands of a Palestinian terrorist during a trip sponsored by Vanderbilt University, where he was attending graduate school.

The circumstance surrounding Taylor Force’s fatal stabbing in Tel Aviv in March of this year led his parents through a run of Google searches, news articles and court opinions on the Palestinian Authority’s reported practice of offering monetary rewards to Palestinians who kill Americans or Israelis.

Finally, on Wednesday, it brought them to Washington, D.C., for the unveiling of legislation named for their son — an Iraq War veteran — and introduced in his honor.

“We are here to let the Force family know their son did not die in vain,” U.S. Sen. Lindsey Graham, R-S.C., said at a press conference to announce the Taylor Force Act, which would compel the secretary of state to confirm the Palestinian Authority is not incentivizing terrorist acts. Without those assurances, the U.S. government’s cash flow to the Palestinian Authority would be stopped.

During the fall of 2015, Palestinian terrorists mounted more than 100 attacks on Jews, killing dozens and wounding hundreds.  This documentary exposes how, through various acts and omissions, HuffPost consistently acted as a virtual PR agency for the Palestinian terrorist machinery, employing classic anti-Semitic dehumanization and vilification tactics.  All source documentation, which tracks the script, was compiled into a dedicated page.  The video was met with acclaim from numerous analysts, journalists and authors.

Note: Much of my evidence was in the form of screencaps of, and links to searches using HuffPost’s own search engine, to prove what appeared on its front page, and what didn’t. Several days after the video went live, HuffPost took down its entire search engine, leading viewers who wished to follow the links I provided, to prove my assertions, to dead pages.


December 9, 2015: Stabbing for kids: Palestinian girl gives demo, Palestinian Media Watch,

This video was produced by Palestinian Media Watch. , as there were near-daily Palestinian terrorist attacks against Jews in Israel, many of which were perpetrated by adolescents, using knives, and were recorded on video.  Translation excerpt:

“Israeli”: “[Palestinian] youth are throwing stones at us [Israelis]”

Girl: “So what!”

“Israeli”: ““[Palestinian] youth are running after us [Israelis] with knives”

Girl: “So what!”

“Israeli”: “Muhannad Halabi stabbed us” (i.e., terrorist who stabbed two Israeli civilians to death)

Girl: “So what!”

“Israeli”: “Fadi Alloun stabbed us” (i.e., terrorist who stabbed an Israeli civilian)

Girl: “So what!”

“Israeli”: “What do you tell [Palestinian] youth in the West Bank?”

Girl: “Stab! Stab! Stab! Stab! Stab!”

Report: Wave of terror 2015-2019: Israel Ministry of Foreign Affairs. Excerpt:

According to the Meir Amit Intelligence and Terrorisn Information Center (ITIC), beginning in September 2015, there has been a wave of terrorist attacks which began on the Temple Mount and in east Jerusalem. The attacks later spread to Judea and Samaria and even crossed the Green Line into Israel under the battle cry of “Al-Aqsa mosque is in danger.”

The current wave of terrorist attacks is part of the PA’s strategy of “popular resistance” (i.e., popular terrorism) adopted by the PA and Fatah at the Sixth Fatah conference in August 2009. Statements by Fatah, Hamas and PIJ spokespersons have described the attacks as “heroic actions” and “the natural response to Israel’s crimes”.

The terrorist attacks, which had been concentrated in greater Jerusalem, spread to other locations in Israel, including Kiryat Gat in the south, Tel Aviv, Afula in the north, and Gan Shmuel (near Hadera) and Raanana (in the center of the country). The attacks have been carried out by young lone terrorists, most of them from east Jerusalem, and some from Judea and Samaria. There were also two Israeli Arabs (from Nazareth and Um el-Fahm), Palestinians staying in Israel illegally, two women and two children. They were motivated for the most part by the lie spread by the Palestinian media that Israel allegedly threatened Al-Aqsa mosque, as well as by the frustration, desperation and anger of the younger generation. Generally speaking, the terrorists have not been operatives of any established terrorist organization, and the current wave of terrorism has not been directed by any organization, but rather is directly inspired by the intensive incitement accompanying it.

    • According to the Israel Security Agency, October 2015 saw the beginning of a wave of terrorism that has led to 620 attacks (483 in the form of firebombs) in one month, compared to 223 in September.
    • Eleven people (one foreign national and 10 Israelis) were killed in terrorist attacks in October, and 80 were injured, 37 of them moderately or more severely (one foreign national, 18 Israeli civilians, and 18 members of the security forces).
    • In November 2015, 10 people (one Palestinian and 9 Israelis) were killed in terrorist attacks. Among the non-fatal casualties, 22 were wounded in stabbings (including 5 in Jerusalem and 10 within Israel), 24 in vehicle attacks, and 12 in shootings.
    • In December 2015, 3 civilians were killed. All three of the fatalities were caused by stabbings.

Reminder, in autumn of 2001, right after the 9/11 attacks, Joe Biden wanted to send $200 million to the Iranian regime.

At the Tuesday-morning meeting with committee staffers, Biden launches into a stream-of-consciousness monologue about what his committee should be doing, before he finally admits the obvious: “I’m groping here.” Then he hits on an idea: America needs to show the Arab world that we’re not bent on its destruction. “Seems to me this would be a good time to send, no strings attached, a check for $200 million to Iran,” Biden declares. He surveys the table with raised eyebrows, a How do ya like that? look on his face.

This is just one of many reasons why Senator Tom Cotton, Republican of Arkansas, said Biden “has been wrong about nearly every foreign policy and national security decision in the last 40 years” this morning.
